They planned to make the management of large armies even more convenient and better. Also, there would be diversity in the construction of buildings and the infrastructure elements themselves. Resources would still be very important, and when there were not enough of them, the game would end very quickly with huge final battles. The game was not planned to be dynamic, so we could well expect a campaign for three powers at once.
